Ten Year Plans to End Chronic Homelessness

Communities around the country, encouraged by the U.S. Administration and under the leadership of the National Alliance to End Homelessness (NAEH),  have been working to create local, state, and city-wide plans with the goal of ending homelessness in ten years.

10-Year Plans & HIV/AIDS:

Recent research has shown that between 3% and 10% of people experiencing homelessness are HIV positive–10 times the rate of the general population. Yet, very few of the submitted state and local Plans to End Homelessness directly address issues of solving homelessness for people living with HIV/AIDS (PLWHA). Please visit the two plans listed below for good examples of addressing ending homelessness for PLWHA:

The HIV/AIDS Bureau (HAB) of the Health Resources and Services Administration (HRSA) was formed in August 1997 to consolidate all programs funded under the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act.

Research

 

CDC 2006 HIV/AIDS Surveillance Report
The HIV/AIDS Surveillance Report contains information about U.S. AIDS and HIV case reports, including data by state, metropolitan statistical area, mode of exposure to HIV, sex, race/ethnicity, age group, vital status, and case definition category. It is published annually by the Division of HIV/AIDS Prevention, National Center for HIV, STD, and TB Prevention, Centers for Disease Control and Prevention (CDC).

 

The CHAIN Study: Columbia University of Public Health

The CHAIN study, a 15 year + longitudinal study conducted by researchers at the Mailman School of Public Health at Columbia University in NYC, is the most comprehensive study to date of the service needs and gaps in services for people living with HIV/AIDS. Data derived from this study supports the theory that stable housing is one of the primary needs of people living with HIV/AIDS and that housing and supportive services, like case management, are critical pathways into HIV care and treatment and critical in any comprehensive prevention program.

 

NAHC’s National Housing and HIV/AIDS Research Summit Series

In June 2005, NAHC convened the first national Research Summit in an effort to bring together the nation’s top researchers doing work in the fields of HIV/AIDS and housing.  Research Summit II, planned in partnership with Johns Hopkins University, took place October 20 & 21, 2006 in Baltimore, MD.  This page provides links to a summary of the RS concept, information about the studies, researchers, resulting products, and information on the recent Summit III, which took place in March 2008.

 

2007-2008 Out of Reach

A publication of the National Low Income Housing Coalition, Out of Reach 2007-2008 provides a side-by-side comparison of wages and rents in every state, Metropolitan Statistical Area, and county in the US. Based on the federal affordability standard of paying no more than 30% of income for housing costs, the report calculates the amount of money a household must earn in order to afford each area’s Fair Market Rent.

National AIDS advocacy and public policy organization. Web site provides comprehensive policy and legislative advocacy resources and information related to AIDS funding appropriations, healthcare/treatment access, housing, prevention, research, and the Ryan White CARE Act.
 

AIDS Alabama

AIDS Alabama devotes its energy and resources statewide to helping people with HIV/AIDS live healthy, independent lives and works to prevent the spread of HIV.

 

AIDS Foundation of Chicago

Founded in 1985 by community activists and physicians, the AIDS Foundation of Chicago is a local and national leader in the fight against HIV/AIDS. We collaborate with community organizations to develop and improve HIV/AIDS services; fund and coordinate prevention, care, and advocacy projects; and champion effective, compassionate HIV/AIDS policy.

 

AIDS Housing Corporation
AIDS Housing Corporation is a not-for-profit organization based in Boston, Massachusetts that facilitates the creation of housing programs for people living with HIV disease and AIDS.

  

The AIDS Institute

The AIDS Institute promotes action for social change through public policy research, advocacy, and community education.

 

AIDS Project Los Angeles

APLA, one of the nation’s largest AIDS service organizations, provides direct services to more than 10,000 men, women and children living with HIV and AIDS in Los Angeles County. Services include prevention education, a food bank, professional dental care, housing assistance, mental health counseling, women’s services and case management.

 

AIDS Services Dallas

The mission of ASD is to create and strengthen healthy communities through the delivery of quality, affordable, service-enriched housing for individuals and families living with HIV/AIDS. ASD’s mission includes advocacy, education, and the development of affordable housing options and community development opportunities, both for its residents living with HIV/AIDS, and for economically disadvantaged people.

 

Bailey House, Inc.

Bailey House’s commitment is to empower people living with HIV/AIDS, their loved ones and the communities and agencies that serve them to achieve their fullest potential through the development and provision of housing and vital services.

 

Brothers Uplifting Brothers

Brothers Uplifting Brothers (BUB) is a 501(c)(3) community based organization that was founded in October 2000 in Merrillville, Indiana.  Through grassroots activity and community mobilization BUB has grown to become a funded HIV service provider that targets men, women, youth and families in underserved communities with HIV/AIDS and STD health education programs and services.

 

Building Changes
The mission of Building Changes is to increase the quality and quantity of HIV/AIDS housing resources throughout the United States. AHW’s scope of work includes AIDS housing development in the Seattle/King County area, as well as a range of planning, organizing, and technical assistance activities both locally and nationally.

Colorado AIDS Project

CAP is the oldest and largest non-profit (501 (c) (3)), community-based HIV and AIDS service and education agency in Colorado. Serving the Denver-Metro area and the surrounding counties (Adams, Arapahoe, Denver, Douglas and Jefferson), any man, woman or child with an HIV or AIDS diagnosis is eligible for CAP’s services and referrals.

 

Columbus AIDS Task Force

CATF’s mission is to fight the spread of HIV, reduce its transmission, stigma and the resulting discrimination through education and awareness, and provide quality services to individuals and families affected by HIV/AIDS.

 

Community Housing Information and Referrals Program (CHIRP)
Funded by Housing Opportunities for Persons with AIDS (HOPWA), CHIRP provides information and referrals to individuals with HIV/AIDS and their families, service providers, and persons interested in sharing housing with HIV-positive individuals. Site includes housing fact sheets, a CHIRP access form, housing programs for people with AIDS, a HousingSearch database, and links to helpful websites.

 

Connecticut AIDS Residence Coalition
CARC is a membership organization made up of 24 member agenicies. Each program provides housing and services to people living with HIV/AIDS in Connecticut.

 

Consumer Information & Dispute Resolution, Inc.

C.I.D.R. provides advocacy, ombudsman, mediation and facilitation services, and transitional housing resources for people with disabilities.

 

Corporation for Supportive Housing (CSH)
National, nonprofit, intermediary organization whose mission is to expand the quantity and quality of service-supported permanent housing for individuals with special needs who are homeless or at risk of becoming homeless. Web site provides information about CSH programs and initiatives, publications, and network of local offices located across the country, which provide loans, grants, and technical assistance to nonprofit partners in their communities. Also features a good overview of the need for and cost benefits of supportive housing.

 

Del Norte Neighborhood Development Corp.

Del Norte’s mission is to build quality, affordable housing; to maintain and upgrade existing housing; and to assist economic growth through employment and entrepreneurial opportunities for the benefit of low and moderate income families and individuals.

 

Doorways Interfaith AIDS Residence Program

Doorways’ mission is to provide safe, affordable housing where people with HIV/AIDS can enjoy security and peace of mind.  Doorways operates 65 apartments for independent living, a 36 unit residential care facility, and a rent and mortgage subsidy program that serves more than 450 people each month.

 

Gregory House

Gregory House Programs is committed to the on-going assessment and development of programs that meet the housing needs of persons living with HIV/AIDS throughout Hawaii. Because of these services, clients of Gregory House Programs have been able to achieve stable housing, gain access to medical care and maintain relatively stable health in the advent of current treatments.

 

Health Care for the Homeless Information Resource Center
Supports the effective delivery of health care services to homeless people by providing support services and targeted information. The site offers a searchable Information Resource Center, as well as funding announcements, research updates, and training opportunities. There is also a video library, issues of the e-newsletter “Opening Doors,” and upcoming conference information.

 

Housing Works, Inc.
A minority-controlled nonprofit founded in 1990, Housing Works is New York State’s largest provider of housing and comprehensive services for homeless and formerly homeless people with HIV/AIDS. Web site provides information about Housing Works’ programs and activities, action alerts, and links to related online resources. Also features “ZAP of the Week page,” which focuses on AIDS issues in New York and allows Internet users to send preformatted e-mail to policymakers.

 

Mercy House

Mercy House is a non profit 501(c)3 organization founded in 1988 by Father Jerome T. Karcher. Mercy House has developed a Continuum of Care to provide homeless prevention, emergency services, transitional housing and permanent housing with supportive services to homeless men, women and children living in Orange County and the City of Ontario.

 

National Alliance to End Homelessness

A nonprofit organization whose mission is to mobilize the nonprofit, public and private sectors of society in an alliance to end homelessness. The Alliance represents a united effort to address the root causes of homelessness and challenge society’s acceptance of homelessness as an inevitable by-product of American life.

 

National Association of People with AIDS

The National Association of People With AIDS advocates on behalf of all people living with HIV and AIDS in order to end the pandemic and the human suffering caused by HIV/AIDS.  This website is devoted to our ongoing mission to educate, inform, and empower all people living with HIV and AIDS.

 

National Coalition for the Homeless
Our mission is to end homelessness. We focus our work in the following 4 areas: housing justice, economic justice, health care justice, and civil rights. Our approaches are: grassroots organizing, public education, policy advocacy, technical assistance, and partnerships.

 

National Housing Trust Fund Campaign

The National Housing Trust Fund Campaign is working to establish a National Housing Trust Fund that would build and preserve 1.5 million units of rental housing for the lowest income families over the next 10 years.
 

National Low Income Housing Coalition

Established in 1974, the National Low Income Housing Coalition is dedicated solely to ending America’s affordable housing crisis.  NLIHC educates, organizes and advocates to ensure decent, affordable housing within healthy neighborhoods for everyone.  NLIHC provides up-to-date information, formulates policy, and educates the public on housing needs and the strategies for solutions.

 

National Minority AIDS Council

The National Minority AIDS Council (NMAC), established in 1987, is the premier national organization dedicated to developing leadership within communities of color to address the challenges of HIV/AIDS.

 

New York City AIDS Housing Network

The New York City AIDS Housing Network (NYCAHN) is a membership organization comprised and led by low-income people living with HIV/AIDS working in a unique coalition with nonprofit housing providers and AIDS service organizations.

 

San Francisco AIDS Foundation

The San Francisco AIDS Foundation is firmly established as a global leader in the fight against AIDS. With an annual budget of $16 million, 60 employees, 600 volunteers and 120,000 individuals served this year, the AIDS Foundation continues to face daunting challenges at every turn with compassion, dignity and a sense of purpose.

 

Save, Inc.

Since its inception in 1986, SAVE Inc. has built or renovated nine residential buildings that provide 75 units of housing and created innovative housing programs that have enabled hundreds of people living with HIV/AIDS to maintain a home of their own and, by extension, live with personal dignity.

 

The Southern AIDS Coalition

The Southern AIDS Coalition (SAC) is a sustained and united HIV/AIDS/STD advocacy voice for the South. We believe that by mobilizing our communities and developing a broad-based coalition of consumers, advocates, elected and appointed officials, community and government agencies, and industry partners, we will develop and implement a solid plan of action for the South.

Partnership to End Long Term Homelessness Site
