2008 Ryan White Housing Survey
On March 27, 2008, HRSA implemented a housing policy which would impose a 24 month lifetime cap on using CARE Act dollars for emergency and transitional housing assistance. The National AIDS Housing Coalition (NAHC) opposed the policy as originally proposed and in its final form. NAHC is working to reverse this policy but we need your help to build support in Congress to make sure that housing assistance remains a fundable and flexible component of Ryan White Part A and Part B funding. Members of Congress need to know how this policy directly affects their constituency. We are calling on you to help us provide that information with this very short survey. We are already hearing the impact of this policy. For example the Rhode Island Department of Health has hastily removed the housing component from their Ryan White grant RFP’s, thus no longer making congregate housing assistance an eligible service for funding and resulting in the loss of thousands of dollars.
